Austria-Hungary made demands it expected Serbia to reject
Austria-Hungary had no solid proof that Serbia was behind Franz Ferdinand’s assassination. But it wanted to confront Serbia, so it made demands Serbia was expected to reject. That rejection would give Austria-Hungary a reason to start a war.
