About 20 Vs. 5–6 Legions
Augustus kept the Roman Senate but controlled most of the army
Rome's first emperor preserved the appearance of shared government with the Senate. In practice, Augustus controlled provinces containing roughly twenty legions, while senatorial provinces had only five or six. The political institutions of the republic survived, but the military balance made real power overwhelmingly imperial.
