WHO caesarean rate maternal newborn health above 10 percent

More caesarean births do not automatically mean safer childbirth

Caesarean sections can save lives when medically necessary, but they also carry surgical risks. The World Health Organization has found that, at the population level, caesarean rates above roughly 10% are not clearly associated with further reductions in maternal and newborn mortality. That is not a recommended target for every hospital or country: the important question is whether each person who needs the procedure can receive it.
