Namibia made English official despite few native speakers
At independence in 1990, Namibia made English its sole official language, even though virtually no one there spoke it as a native language. The government chose it as a symbolically neutral alternative to German and Afrikaans, which it linked to colonialism and apartheid. German, Afrikaans, and Indigenous languages were designated national languages.
